Toddler Busy Book Ideas: 15 Pages to Make and How to Put It Together

A toddler busy book (or busy binder) is a set of laminated pages with hook-and-loop pieces that 2–4 year olds match, sort and count. The best first pages are color sorting, shape matching, shadow matching, big and small, and counting 1–10; add feelings, weather and letters as your child grows. Print on cardstock, laminate, add hook-and-loop dots and always supervise, since small pieces are a choking hazard.

Why busy books work for toddlers

Toddlers love to put things “where they go.” A busy book turns that urge into quiet, repeatable play: matching a red apple to the red box, a shape to its outline, an animal to its shadow. It is portable for restaurants, waiting rooms and car rides (as a passenger), and it is easy to rotate pages so it stays interesting.

15 busy book page ideas, from easiest to hardest

First pages (around age 2)

  1. Color sorting: put each picture on the box of the same color. Start with 2–3 colors.
  2. Shape matching: circle, square, triangle, star, heart onto their outlines.
  3. Find the same: match two identical pictures.
  4. Big and small: sort pictures into a big box and a small box.
  5. Animal shadows: put each animal on its shadow.

Next steps (2½–3)

  1. Count 1–5, then 1–10, on ten-frame dots.
  2. Body parts: point to your nose, then add the nose card.
  3. Feelings board: “How do I feel today?” with happy, sad, angry, tired and calm faces.
  4. Weather board: look out the window and choose sunny, rainy or snowy.
  5. Dress for the weather: put the coat, hat or sunglasses on the child figure.

For older toddlers and preschoolers (3–4)

  1. Letters A–Z: match a letter card to a picture (A for apple).
  2. Numbers 1–20 number-card matching.
  3. What comes next? simple AB patterns.
  4. Sorting by category: fruit or vegetable, land/air/water vehicles, animal mommies and babies.
  5. Calendar board: day, date, month and season each morning.

How to make a busy book (step by step)

  1. Print on cardstock (about 200–250 gsm / 65–110 lb) at “Actual size / 100%.” Color printing makes sorting pages much easier.
  2. Laminate the pages and the card sheets. A home thermal laminator with 3–5 mil pouches works well; self-adhesive laminating sheets are an alternative.
  3. Cut out the cards (grown-ups only), leaving a small laminated border so edges do not peel.
  4. Add hook-and-loop dots: rough (hook) side on the page, soft (loop) side on the back of each card, so loose cards do not stick to clothes.
  5. Hole-punch and put pages in a 1-inch or 1.5-inch binder, or use binder rings.
  6. Store pieces in a zip pouch clipped into the binder, one pouch per activity if possible.
Prep in batches. Laminating and cutting 100 pieces in one night is exhausting. Prepare 3–4 activities first, then add new pages every week or two. New pages feel like a new toy.

Safety first

  • Small laminated cards and hook-and-loop dots are choking hazards for children under 3. Use the busy book only with an adult nearby, and count the pieces before putting it away.
  • Round the corners of laminated cards to avoid sharp edges.
  • Check pages regularly; replace dots that come loose.
  • Store the binder and pouches out of reach when you are not playing together.

How to play together

  • Model first. Do one card yourself, saying the words out loud: “Red apple goes on the red box.”
  • Offer fewer pieces. Start with 3–4 cards, not 12.
  • Name, don’t test. “That’s the triangle!” works better than “What shape is this?” for young toddlers.
  • Follow their interest. If they want to stick every card on one page, that is still fine-motor practice.
  • Rotate. Put away pages they have mastered and bring them back later.

Frequently asked questions

What age is a toddler busy book for?

Most busy books are made for ages 2–4. Two-year-olds start with color, shape and shadow matching; three- and four-year-olds can add counting, letters, patterns and sorting by category. Always supervise children under 3.

What pages should I put in a busy book first?

Start with color sorting, shape matching, find the same, big and small and animal shadows. They have one clear step and are easy to show.

What paper and laminator do I need for a busy book?

Cardstock around 200–250 gsm (65–110 lb) printed at actual size, and a home laminator with 3–5 mil pouches. Self-adhesive laminating sheets also work.

Which side of the velcro goes on the page?

Put the rough hook side on the page and the soft loop side on the back of each card, so loose cards do not stick to clothes or carpet.

Are busy books safe for toddlers?

Only with supervision. Small laminated cards and hook-and-loop dots are choking hazards for children under 3, so play together, count pieces and store the binder out of reach.

Is there a free busy book printable?

Yes. This page has a free 2-page sample from our Christmas Toddler Busy Book: the ornament color sort mat and its cut-out pieces.
